President Rodrigo Roa Duterte addresses the former New People’s Army (NPA) rebels at the Camp Juan Ponce Sumuroy (CJPS) of Philippine Army’s (PA) 803rd Infantry Brigade (803IB) in Catarman, Northern Samar on October 2, 2018.
Fifteen former members of the New People’s Army (NPA) received financial assistance from Pres. Rodrigo Duterte under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.
Each former NPA rebels received cash assistance ranging from P15,000 to P85,000. They also received Modified Conditional Cash Transfer (MCCT) from the Department of Social Welfare and Development (DSWD) amounting to P5,000, an additional P50,000 for livelihood, P450,000 housing assistance, and remuneration for every firearm surrendered.
The president also instructed the Department of Agrarian Reform (DAR) to provide each surrenderee with at least 2.5 hectares of unused state-owned land.
Pres. Duterte emphasized during his meeting with the former rebels at Camp Juan Ponce Sumuroy the futility of the war between the government and the communist movement as it only leads to deaths from both sides.
“Kaya ako nakikiusap sa inyo ngayon nandito na lang rin kayo para sabihin ko ganito: itong giyera natin, communal war, wala talagang manalo dito. Wala kayong makuha maski pinatay ninyo ako ngayon. Wala kayong makuha makapatay kayo ng limang sundalo,” Pres. Duterte said.
“Fifty-two years ago nag-umpisa. Hanggang ngayon, mamamatay na lang ako pati si Sison, nandiyan pa rin,” he added.
