Sen. Lacson sa armed conflict ng AFP vs. NPA: Pinoy ang talo, wala nang iba

Personal na ipinahayag ni Senador Panfilo Lacson na walang ibang natatalo sa ilang dekadang armadong bakbakan ng Sandatahang Lakas ng Pilipinas at New People’s Army kundi ang kapwa Filipino na naiipit sa labanan.

Sa pagsisimula ng pagdinig ng Senate Committee on National Defense and Security hinggil sa red-tagging ng militar sa ilang miyembro ng Kamara, sinabi ni Lacson na hindi sila nasisiyahan sa ganitong usapin.

“Let it be said that your Committee on National Defense and Security, Peace, Unification and Reconciliation derives no pleasure in conducting this public hearing,” ayon kay Lacson sa kanyang opening statement.

Kaya ang tanong ni Lacson: Bakit?

“Kapag ang pagtutunggali ay nagaganap sa pagitan ng Pilipino at kapwa Pilipino, hindi lamang sa diskurso at idelohiya at paniniwala, kundi pati sa larangan ng pagkitil ng buhay ng mga Pilipino, armadong kawal man o gerilya ng New People’s Army; lalo na kung ang biktima ay inosenteng sibliyan na naipit lamang sa magkaiba at magkalayong adhikain at paniniwala ng magkabilang panig, simple lang at sigurado ang resultang kahihinatnan – Pilipino at Pilipino pa rin ang talo,” paliwanag ni Lacson.

Sinabi ng senador na kapag walang pagkakaibang gagawin sa pagitan ng pagiging aktibista at terorista; isang idealist at isang extremists; isang reformist at subersibo, inilalagay natin sa panganib ang lahat sa ilalim ng panghihinala at palaging nasa estado ng kawalan ng seguridad ang ating lipunan.

“To say the least, the alleged red-tagging is a crisis in itself. Rightly or wrongly, it stirs public outcry and imperils our conscientious effort to uphold and protect human rights in the country while strengthening our law enforcement measures,” lahad pa ng mambabatas.

Ayon kay Lacson, nangyari ang ganitong isyu sa harap ng pagsasabagtas ng Anti-Terrorism Act of 2020 at ang matinding pagkilos ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) – parehong nabigyan ang tauhan ng militar at pulisya ng kinakailangang sandata upang labanan ang terorismo sa ibang banda kabilang ang local communist insurgency sa kabila.

“Hence, as I have repeatedly done in the recent past, let me be forthright by saying that as one of the authors and the principal sponsor of the Anti-Terrorism Act of 2020, we ensure that the same is applied correctly and appropriately with utmost respect for the rule of law, and that the Bill of Rights under the 1987 Constitution will always be the backbone of this legislation.”

Aniya, kaya isinagawa ang pagdinig na may pananaw na makalikha ng tamang guidelines upang maiwasan ang hindi pagkakaunawaan sa pagitan ng publiko at ating awtoridad at tiyakin na maibibigay ang sapat na proteksiyon sa karapatang konstitusiyunal sa mamamayan sa pangkalahatan.

‘We also need to be reminded that as we continue to struggle against the longest insurgency problem in the world, the CPP-NPA, while listed as a terrorist organization by foreign jurisdictions such as the US, UK, Australia, Canada and New Zealand, and one supra-national jurisdiction namely, the European Union, is not in the list of the UN Security Council by virtue of UNSC Resolution 1373,” paliwanag ni Lacson.

“In the Philippines, there is a pending proscription case against the organization before the Manila Regional Trial Court.”

Punto pa nito, hindi nagkumpirma ng pagdalo sa hindi malamang dahilan hanggang ngayon ang iba’t-ibang militanteng grupo tulad ng Bayan Muna, Alliance of Concerned Teachers, Kabataan at Gabriela.

“We also sent an open invitation last week to the representatives of the Makabayang Koalisyon ng Mamamayan (Makabayan) bloc of the House of Representatives to voluntarily attend this public hearing,” giit ni Lacson.

“The letter was coursed through the Speaker of the House, considering that the Committee cannot issue the said invitation directly to individual party-list representatives in view of the inter-parliamentary courtesy existing between the two chambers,” dagdag ng senador.

Samantala, inihayag ni Lacson na nakatanggap ang komite ng liham mula kay dating Rep. Neri Colmenares na humihiling na magsagawa ng panibagong pagdinig upang mabigyan siya ng opurtinidad na dumalo pero dapat wala ang miyembro ng security sector partikular si Lt. Gen. Parlade.

“The chair may have to discuss this with the members of the committee,” ayon kay Lacson.
