Sen Poe kay Duque, dapat sisihin sa Plan 5M ng PhilHealth

Iginiit ni Senator Grace Poe na may pananagutan pa rin si Department of Health Secretary Francisco Duque III sa sinasabing iregularidad sa Philippines Health Insurance Corp. (PhilHealth) na Plan Five Million noong 2004 kahit pa hindi na ito kakasuhan.

“Maybe he has no legal liability but he has moral liability. He knew very well that it wasn’t right but of course, he can always say ‘I was just following orders,’” ani Poe sa isang panayam.

“The courts found him innocent of that deed but whistleblowers themselves have said that this began the ruin of PhilHealth and now we’re still suffering from that,” dagdag pa nito.

Sa padinig ng Senado ngayong linggo, sinabi ni PhilHealth regional vice president Dennis Adre na ang pamamahagi ng five million identification cards sa buong bansa ng PhilHealth noong 2004 ay nagdulot ng problema na nagtulak sa mga opisyal na manipulahin ang financial statements ng state insurer.

Ayon kay Andre, ang Plan Five Million na naimplementa sa ilalim ng termino ni Duque bilang presidente ng PhilHealth ay may layon umanong isulong ang kandidatura ni dating Pangulong Gloria Macapagal-Arroyo laban sa oposisyon na si Fernando Poe Jr.

Agad naman itong itinanggi ni Duque kaya agad na ibinasura ng Ombudsman ang isinampang kaso sa kalihim dulot ng nasabing isyu.

Sa kabila nito, nananatili ang hirit ng mga senador sa pagbaba sa puwesto ni Duque bilang kalihim ng DOH at chairman ng PhilHealth Board kaugnay sa iregularidad sa state insurer.

“The mere fact that he is part of PhilHealth and all of these disbursements were done, he is already liable just by command responsibility,” paglalahad pa ni Poe.
